  • Three (3) years of experience in procuring a wide variety of products and services, administering terms and conditions of contracts, negotiating, and awarding contracts and contract modifications and monitoring contractors' performance. 
  • University/college studies required.
  • Fluency in Estonian and English.
  • Good oral and written communication skills that include demonstrated negotiation skills for obtaining best pricing for services and/or goods are required.
  • Excellent customer service skills to develop and maintain effective, sustainable working relationships.
  • Good overall computer skills are required.
  • Ability to use word processing, spreadsheets, and database software is required.
  • Numerical skills for developing contracts and obtaining best pricing are required.
  • Good internet skills are required for researching the availability of goods and best pricing.
  • Organizational skills to operate independently with limited direct supervision of day-to-day activities.
  • Tact in dealing with local companies and businesses and persuasiveness in dealing with vendors in obtaining the best pricing is required.

Tööülesannete kirjeldus

Job holder reviews procurement requests for accuracy, completeness, and the presence of necessary technical information. Determines the best type of procurement mechanism. Searches internet supply catalogs to expedite procurement requests. Contacts companies to ascertain the availability, pricing and delivery terms of items. Requests bids and quotations, searches for best prices and quality, and ensures that vendors can provide items that meet the required specifications and delivery timeframes. Takes action on warranties as necessary. Has authority to select lowest bidder for most routine procurements; obtains approvals for high-value or complicated purchases. Prepares, executes, and monitors purchases, task orders, and modifications. Ensures that all acquisitions, negotiations, and modifications are appropriately and fully documented. Ensures all procurement actions meet federal procurement regulations. Adheres to Uniform Service Standards for timely completion of procurement actions. Follows up with vendors and requestors to resolve problems, answer questions, and ensure satisfactory fulfillment. Responsible for federal procurement reporting. Serves as subject matter expert and assists colleagues with procurement questions and problems. Advises on how to write good statements of work and justifications for other than full and open competition, how to conduct market research, and how to draft independent government cost estimates.
