The Law Branch provides international and comparative law expertise in the form of consultation, research and training with the focus on national and international legal developments and their influence on the over-arching cyber domain. The branch connects a network of legal experts from different countries and international organizations, particularly in NATO, and combines the legal analysis with respective strategy and policy work in order to support the Alliance's cyber defence efforts.

Your key role will be to take the Law Branch – not just a regular legal unit but really, the original home of Tallinn Manuals 1 and 2.0 – to a new level. It could well be you who is responsible for the delivery of Tallinn Manual 3.0, to name just one of the tasks this multinational team of cyber law avant garde will have during your tenure. Main tasks

  • Directing and supervising the activities of all personnel in the Law Branch.
  • Overseeing research, consultation, training and other project-related activities within the Law Branch.
  • Contributing to the development of NATO CCDCOE products.
  • Overseeing budget planning and execution of projects and programmes within the Law Branch. Coordinating budget changes in these areas and making change proposals when appropriate.
  • Coordinating the Law Branch's activities with other branches and external partners for the execution of the NATO CCDCOE’s annual Programme of Work (POW).
  • Performing strategic development of the Law Branch, incl. planning and developing relevant aspects of the POW.
  • Supervising the organisation and execution of exercises, workshops, seminars and training courses and provision of expertise to similar external events.
  • Representing the NATO CCDCOE at external events in the area of expertise.
  • Managing the Law Branch's participation in the NATO CCDCOE publishing process.

The perfect candidate would have

  • Master's degree or equivalent in a relavent field.
  • 5 years of practical experience in cyber security or other related domains.
  • 5 years of management or staff leadership experience.
  • Practical working experience in an international environment.
  • Readiness for background check.
  • Fluent written and spoken English and Estonian language skills.

Employer

The position is a part of the Estonian contribution to the NATO CCDCOE and the employer is Foundation CR14 (established by the Ministry of Defence) that focuses on dual-use cyberspace technologies.

Head of Law Branch is one of the positions at the NATO CCDCOE that is contributed to the multinational team by Estonia. The employment contract for this position will be signed between the successful candidate and the Foundation CR14.

CR14 was established in 2020 by the Estonian Ministry of Defence and the two main missions of the CR14 and its team of #cyberrangers are to maintain and develop a unique cyber ranges multiverse and support the NATO CCDCOE. CR14’s ambition is to become the cyber defence research, development and innovation hub by way of promoting and enabling practical international cooperation in cyber defence training and education as well as providing services and advisory for its partners.
