We're looking for a consultant / an analyst with a strong IT sense to join our Public Sector Digital Advisory team. You'll be working on projects that shape how public sector digital infrastructure works — from EU-funded reform initiatives in Estonia to digitalisation programmes across Europe and beyond. The work involves mapping IT ecosystems, analysing data flows between systems, identifying where things break down, and helping design better solutions — often in collaboration with international teams and experts. This is hands-on analytical work. You'll be reading technical documentation, interviewing system owners, making sense of how dozens of information systems connect (or don't), and turning that into clear, actionable deliverables for stakeholders.
You will:
- Map and profile public sector IT systems — their functions, data exchanges, integrations, and bottlenecks;
- Analyse interoperability gaps, data duplication, and compliance with EU requirements;
- Conduct and synthesise stakeholder interviews with agency representatives and IT owners;
- Produce strategy documents, system assessments, and implementation roadmaps;
- Write tender proposals and contributing to project bids;
- Work alongside system architects, data analysts, and UX designers in cross-functional project teams.
Requirements:
- You understand how information systems work — not as a developer, but as someone who can read a system description, understand business logic and processes, data flows, and ask the right questions;
- You can take complex technical information and turn it into a clear, structured document;
- You work independently — give you a brief and a deadline, and you deliver;
- You've worked with public sector IT or digitalisation projects before;
- You're fluent in Estonian and English.
What gives you an edge:
- Hands-on experience with Estonian public sector IT landscape;
- Background in EU-funded technical assistance projects;
- Experience with system analysis, requirements gathering, or IT audits;
- Familiarity with interoperability frameworks, data governance, or digital service design;
- Experience with process mapping tools and notations (e.g., BPMN, http://draw.io , Miro).

The final monthly salary for this position ranges from 1900 EUR gross/month to 3200 EUR gross/month and depends on your previous experience and assessment during interviews.
